The city council is elected in equal, direct and proportional elections by secret ballot for a 4-year term. The general elections of the council take place on the second Saturday in March. The administrative territory of the local government of each city, town, county and pagasts (small rural district) forms a separate electoral district. The number of councillors to be elected to the council is determined in proportion to the number of residents registered in the Register of Residents in the territory of the respective local government on the date the elections are announced:
• up to 2000 residents - 7 councillors; • from 2001 to 5 000 residents - 9 councillors; • from 5001 to 20 000 residents - 11 councillors; • from 20 001 to 50 000 residents - 13 councillors; • over 50 000 residents - 15 councillors.
The Riga City Council (RCC) consists of 60 councillors. The elections of the council are announced by the Central Election Commission not later than 3 months prior to the elections. The following have the right to elect the council in the Republic of Latvia:

citizens of Latvia;

citizens of the European Union who are not citizens of Latvia but are registered in the Register of Residents.

persons who have reached the age of 18 on the day of the election, have been registered on the Voters’ Register and filed with their place of residence on the administrative territory of the respective local government at least 90 days before the day of the election, or persons who own real estate which is filed with the territory of the respective local government according to the procedure set out by law.
